Procurement leaders at large enterprises are under intensifying pressure from tariffs, inflation, and supplier volatility, according to a new report from ORO Labs highlighting the adoption of artificial intelligence (AI).
The research shows that while adoption of artificial intelligence is accelerating, many organizations remain unprepared to use technology effectively. The 2025 State of Enterprise Procurement Agility Report, based on a survey of more than 200 procurement executives at companies with annual revenue above $500 million, found that half of leaders report higher-than-usual pressure, with 16% describing it as the most difficult period in the past three years.
AI adoption in the procurement space
Supplier risk policies are shifting in opposite directions. 25% of executives said they have relaxed standards to keep up with demand, while 24% said they have tightened them by adding new vetting and compliance checks.
And tariffs are a major cause of disruption. 86% of respondents said they have either replaced suppliers this year or expect to do so in the next three months.
AI is widely in use but unevenly understood. 85% of procurement leaders said they are piloting or using AI, and 73% have begun deploying AI agents. Yet only 49% reported a clear understanding of how agentic AI works, and just 39% said they provide formal AI training for their teams.
Tool proliferation is also slowing progress. Two-thirds of respondents said they use more than 10 procurement tools, but only 8% believe most deliver expected returns. More than half require IT support for changes to their systems, underscoring how technological complexity is limiting agility.
The survey was conducted by Prodege across executives in the U.S., U.K., Europe, and Canada.
