USPS to add temporary 8% package-shipping surcharge

The United States Postal Service (USPS) will impose a temporary 8% surcharge on package shipping rates beginning April 26, citing rising transportation costs and competitive pricing pressure, a move that adds new cost considerations for ecommerce merchants and distributors.

The surcharge applies to Priority Mail Express, Priority Mail, USPS Ground Advantage and Parcel Select, according to a March 25 announcement. USPS expects the increase is expected in place through Jan. 17, 2027, pending regulatory approval.

The charges will not affect First-Class Mail and stamp prices.

USPS surcharge on shipping comes amid war-inflated fuel prices

USPS described the change as a “time-limited price adjustment” tied to higher transportation expenses, noting that competitors have already implemented fuel and delivery surcharges. The agency said its surcharge is lower than those imposed by private carriers.

For ecommerce operators, the change introduces more variability into a shipping channel that has traditionally offered more predictable pricing than carriers such as UPS and FedEx, both of which consistently apply fuel and peak surcharges.

The move comes as online sellers and distributors continue to face rising fulfillment and delivery costs tied to labor, fuel and broader supply chain pressures. The U.S. and Israel’s war on Iran has led to closures and other disruptions to key pathways for global fuel transportation and supply chain networks at large.

USPS has historically avoided fuel surcharges, instead relying on periodic base rate increases approved by regulators.

By introducing a temporary surcharge, USPS is signaling a shift toward more dynamic pricing tied to operating conditions — an approach long used by private carriers. That could complicate cost planning for ecommerce businesses that rely on USPS for residential delivery, lightweight parcels and last-mile fulfillment.

The surcharge is expected to have the greatest impact on small and mid-sized ecommerce sellers and distributors that depend on USPS for cost-effective ground shipping. Many use USPS as a primary or hybrid carrier, particularly for lower-weight shipments where it has remained price-competitive.

The change also comes as ecommerce companies diversify carrier strategies, balancing USPS with regional carriers and private networks to manage costs and service levels. Analysts say any move toward variable pricing by USPS could accelerate that trend, especially if surcharges become more frequent or permanent.
